What is a workforce reskilling programme in the AI era?
It is a structured programme that builds the capability people need to work alongside AI agents — supervising them, judging their output, designing the work, and deciding what should not be delegated — measured by observable behaviour change on the job rather than by course completion.
The emphasis on the last clause is where most programmes fail. Completion measures that an event took place; behaviour measures that something changed. An organisation can have a hundred percent completion rate and see no change in how the work is done, and that is a design failure, not a training failure.
Our working position is that this is an operating model change with a training component, not a training programme with a change management problem attached. That is the same argument the group makes in its definition of what agentic business is, applied to the workforce.
