What does ISO/IEC 42001:2023 actually require?
ISO/IEC 42001:2023 is an international management system standard for artificial intelligence. It requires an organisation to establish, implement, maintain and continually improve a management system covering the full lifecycle of its AI systems: from planning and data sourcing, through development and validation, to deployment, monitoring, incident handling and retirement. Put plainly, it asks one question — can you prove, on any given day, that you know what your AI systems do, who is accountable, and what happens when they behave unexpectedly?
Two requirements cause the most friction: AI risk classification, and evaluating impacts on individuals. The hard part is never the policy document — it is the classification and the evidence.
An AI management system is defined as the set of policies, processes, roles, controls and records by which an organisation governs the development, use and retirement of AI systems across its portfolio.
Certification is possible but optional, and the standard is not technical: it does not tell you which model to use, only that you must make those decisions deliberately and record them. For a Singapore, Hong Kong SAR or Asia Pacific enterprise, that converts a loose AI policy into an auditable operating system.
